Leading Through the AI Era: AI Literacy, Adoption, and Transformation

Artificial Intelligence (AI) is rapidly reshaping how organizations operate, make decisions, and deliver services. This session is designed to create an understanding of both the fundamentals of AI and the leadership responsibilities that accompany its adoption. Participants will be able to define essential AI concepts including AI, Machine Learning, Natural Language Processing, Deep Learning, Computer Vision, Large Language Models, Generative AI, prompt engineering, and Human-in-the-Loop approaches before examining how organizations can responsibly implement AI to improve efficiency, enhance service delivery, and support strategic objectives. The session will also address AI governance, policy development, ethical and transparent AI use, workforce implications, practical public-sector use cases, and organizational change considerations. By the end of the session, participants will be better equipped to evaluate AI opportunities, promote responsible adoption, and lead with confidence in an increasingly AI-enabled workplace.

Ryan Murphy is an Adjunct Instructor with FCPM and Organizational Transformation and Change Consultant at Booz Allen Hamilton where he has led and supported several federal initiatives, including developing the Department of Veterans Affairs (VA) Artificial Intelligence (AI) Workforce Construct and the VA Office of Information and Technology (OIT) Workforce Strategy and Implementation Plan. Throughout his career Ryan has held leadership roles in cultural resource management, parks and recreation, emergency management, performance management, strategic planning, and workforce development.

He holds a Master of Professional Studies in Organizational Leadership, Master of Arts in Humanities (History concentration), Master of Arts in Biblical and Theological Studies, Graduate Certificate in Cognitive Archaeology, and a Graduate Certificate in Human Resource Management. In addition, Ryan is a Project Management Professional (PMP), Certified Emergency Manager (CEM), Certified Parks and Recreation Executive (CPRE), and Certified Public Manager (CPM). Ryan is a graduate of the International Association of City/County Management Association (ICMA) Emerging Leaders Program and Federal Emergency Management Agency (FEMA) National Emergency Management Basic Academy.
