This session will focus on how to move beyond technical fixes to leadership that drives real, lasting change in public service.

Michelle Miller, C.P.M., is the Founder and CEO of The Drago Group, a consulting and leadership development firm based in Port St. Lucie, Florida. She currently serves as the Director of Martin County's Human Services Department, where she leads initiatives that strengthen communities, improve access to services, and enhance the quality of life for residents. 

With more than 16 years of experience in leadership, management, organizational development, and training, Michelle is passionate about developing leaders and building high-performing organizations. She designs and facilitates engaging learning experiences in leadership development, organizational culture, strategic thinking, communication, and personal and professional growth. 

Michelle serves as an Adjunct Instructor for Florida State University's Michelle serves as an Adjunct Instructor for Florida State University's Center for Public Management, where she has the privilege of helping shape the next generation of public sector leaders through the Certified Public Manager (CPM) Program. 

Throughout her career, Michelle has presented at numerous conferences and organizations, including the Florida Sterling Conference, the Florida Department of Health, the Florida Department of Juvenile Justice, the Agents of Change Conference, and various community and educational organizations. She has also developed and led leadership academies for emerging leaders and youth throughout the Treasure Coast. 

Michelle holds a Master's Degree in Criminal Justice from Florida International University and is a certified instructor in Mental Health First Aid and QPR Suicide Prevention. She is deeply committed to lifelong learning and believes that leadership is less about position and more about positively influencing and serving others.
